That depends on what condition you will use your sunglasses in. Whether sunglasses are dark or not has nothing to do with eye protetcion. Darker sunglasses don't mean they provide more protection for eyes. As long as sunglasses can provide 100% UV protection, it is safe to wear them. However, darker sunglasses are better for sunny days because they can darken the bright light to ease your eye strain when under the bright sunlight.

No. Although the dark lenses of the sunglasses can reduce the strong sunlight so as to bring wearers soft light to focus subjects, too darker lenses of sunglasses will filter the normal and health light to eyes so as to make wearers feel difficult to focus somethings. If you try hard to open your eyes and focus the subjects. That leads to eye fatigue. That will be bad for eyes.

Actually this is not for sure, darker colour or lighter colour is not the key condition to block the harmful ray but just the colour of the lens, actually the material of lens is more important, depends on its quality, you should check and make sure if the lens are qualify, not just focus on the colour is dark enough or not, if too dark may make it difficult for you to see things clear and cause visual fatigue.
